SYSTEMS SEE NEED FOR BIG PROJECTS; CON BOARD DOESN’T ALWAYS AGREE

It looks as if the scandal concerning the Illinois Health Facilities Planning Board (IHFPB) is a thing of the past. For the board that oversees the state’s certificate of need (CON) process, the past year-and-a-half was rife with allegations about kickbacks and conflicts of interest, indictments and guilty pleas, and, after a brief hiatus of action, a streamlining of the board and the appointments of new members.

By October 2004, the smaller IHFPB – five members instead of nine – was back in action with a full slate of projects on the docket. Gov. Rod Blagojevich pledged that his new appointees were free of potential conflicts of interest.

Even so, not all health systems and folks involved in providing healthcare real estate services in the Chicago area are enamored with the whole CON process and its rules and judgments.
