Experienced Leaders Will Guide Growth, Major Projects and Community Impact Across Multiple Verticals
PEORIA, Arizona (January 15, 2026) — Plaza Companies has promoted four members of its Executive Leadership Council to new leadership roles, positioning the firm for continued growth across development, asset management, construction and finance.
The promotions reflect Plaza Companies’ long-standing commitment to elevating leaders who deeply understand both the firm’s business objectives and its responsibility to the communities it serves. The newly promoted leaders will assume their roles immediately:
· Scott Rubin has been named Co-President, Assets and Investments.
· Jonathan Stelzer has been named Co-President, Development, Design and Construction.
· Elizabeth Berry has been promoted to Executive Managing Director of Development.
· Ginger Stevenson has been promoted to Chief Financial Officer.
Scott Rubin, CCIM joined Plaza Companies in November 2007, just as the first building at SkySong was being commissioned. Since that time, Rubin has overseen all aspects of the SkySong project and Plaza’s long-standing partnership with the City of Scottsdaleand Arizona State University, working closely with numerous public and private entities to guide its growth and long-term success. Since first opening, SkySong has grown to generate $1.3 billion in annual economic activity.
The scale and complexity of SkySong required consistent, forward-thinking leadership, and Rubin has provided strategic oversight throughout its evolution. In addition, Rubin has led the growth of Plaza Companies’ property and asset management divisions, overseeing more than 14 million square feet in portfolios for institutional and private owners, as well as Plaza-developed assets and third-party management assignments. In 2025, Rubin was part of AZ Big Media’s People to Know in Property Management and is a member of NAIOP.
Jonathan Stelzer joined Plaza Companies 18 years ago, bringing deep expertise across commercial, healthcare, sports, hospitality, and luxury senior living development. Over his tenure, Stelzer has overseen the design and construction of several of Plaza’s most recognized and award-winning projects, including Vi at Silverstone, SkySong, The ASU Scottsdale Innovation Center, the revitalization of Park Central, multiple hotel developments, the redevelopment of Fiesta Mall and numerous medical and bioscience facilities, as well as hundreds of thousands of square feet of tenant improvements.
Stelzer is widely recognized for his expertise in public-private partnerships, including work related to Valleywise Health Medical Center, early involvement in the design of the McCain Institute and Library, and other civic and institutional collaborations. He has also built and mentored a highly skilled internal team of design and construction professionals that has become a cornerstone of Plaza’s development platform. Stelzer is also involved in curating public art, which Plaza has won several awards for, and focuses on using local artists. In 2022, Stelzer was named as a Senior Housing Influencer by GlobeSt.

Elizabeth Berry has served in a leadership role at Plaza Companies for the past five years, bringing a unique blend of public-sector, political, and real estate development experience. Prior to joining Plaza, Berry worked in senior roles focused on communications for U.S. Senator Jeff Flake in Washington, D.C., and Governor Doug Ducey in Arizona. After completing her master’s degree at the W. P. Carey School of Business, she joined Plaza Companies and quickly became a key contributor to complex development initiatives.
Berry has been directly involved in projects including Park Central, the City of Glendale, Mayo Clinic Boulevard Hilton Hotels and the redevelopment of Fiesta Mall, and has played an important role in government coordination, public-sector partnerships, workforce training and development financing. Outside of Plaza Companies, Berry is a board member of Valley Partnership and serves as an advisor for their young leaders program – ADVOCATES, board member of the Phoenix Theatre Company and is a member of the Urban Land Institute, NAIOP, Phoenix Committee on Foreign Relations, and TGen Ambassadors. She has been recognized by Bisnow as part of their inaugural Phoenix Women Leading Real Estate Awards, AZRE AZ Big 100: 50 Commercial Real Estate Leaders to Watch in 2025, ASU Sun Devil 100, and Phoenix Business Journal 40 under 40.
Ginger Stevenson brings extensive financial expertise to Plaza Companies and has played a critical role in strengthening the firm’s financial and private investment platforms. As Chief Accounting Officer, Stevenson helped elevate financial reporting, investment analysis, and capital strategy as the company expanded and diversified its portfolio of developments, partnerships and acquisitions. As Chief Financial Officer, she will continue to guide Plaza’s financial strategy to support sustainable, long-term growth.
