SANTA ROSA, Calif. – After heavy rains caused a delay of more than a month, ground was broken Nov. 18 on Oakland, Calif.-based Kaiser Permanente’s $50 million, 87,000 square foot outpatient building in Santa Rosa, 60 miles north of San Francisco.
