Highmark and Penn State Health plan a 108-bed facility near Harrisburg, Pa.

When Pittsburgh-based Highmark Inc., a large insurer with more than 5 million members in three states, formed a partnership with Hershey, Pa.-based Penn State Health in late 2017, the announced goal was to build a strong healthcare network in Central Pennsylvania by investing as much as $1 billion into facilities and programs.
