SOME BLAME RISING HEALTH COSTS ON TOO MUCH HOSPITAL CONSTRUCTION

Efforts to enact a moratorium on new hospital construction in Wisconsin failed in 2002. But the idea recently resurfaced with some Wisconsin politicians talking about the possibility of an 18- to 24-month statewide ban. Their stated goal was to give lawmakers time to study how such projects affect healthcare costs.

The topic apparently resurfaced in early February when Dr. John Toussaint, president and CEO of ThedaCare Inc., a healthcare system in Appleton, Wis., mentioned it at an economic development forum in Madison.

Shortly thereafter, State Sen. Carol Roessler, an Oshkosh Republican, pledged to introduce a bill calling for a temporary ban, and later chaired an informational legislative hearing on the matter.
